Objective: Find a way through the quarantine wall
There are several holes all along the southern quarantine wall. Simply go through one.
Objective: Search for signs of the White Rabbit
At around (945,435) you should find a Tuft of fur.
Objective: Look for more clues to follow
There are empty cigarette packs and bottles leading to the area behind the nearby Orochi tank just north of where you found the Tuft of fur.
Upon completing this mission, you will automatically get the next mission in the Issue #10 story arc: Youth Outreach
